Blizzart is an experimental hip-hop producer from Los Angeles on I Had An Accident Records. His music is difficult to categorize, but it's sample heavy and often atmospheric in nature. His mixtape III is the only example of anything I can find directly attributed to him, that tape is a strange and constantly shifting mess of  noise and soundscapes. If there's one thing that Blizzart has going for him, it's his unpredictability. 17 minute track "Numberstomper Mix" has a dizzying amount of samples and changes.
